Why Do I Not Have RazorCrest LSB Available?

I am not seeing the RazorCrest LSB showing up in the webstore for me yet, but I see it as giftable in game.  I do have BAM unlocked (and only at G8) and my RC is 7 star.  I don't understand why having the ship at 7 star would block me from purchasing.  I have bought other LSB in the past where I might have had characters available already at or above the relic level being purchased, and that has not made it unavailable to me.  I am not sure why this particular one is different.  The blurb posted by Meathead a week or so ago said you must have BAM unlocked - which I do.  There was nothing stated that you are ineligible if you already had the ship maxed out.  Please advise.  Thanks
