I still cannot go fullscreen
At launch, I could go fullscreen but not windowed (it kept switching back). But after the feb. 12 update (i think), its reversed. I cannot go fullscreen because I keep switching back to windowed. But the problem is, my display is 1920x1080 and with the border, it cuts some screen space above.
Your GPU drivers are outdated. Try going full screen after downloading the newest version from Intel homepage.
