hpzgreenblock I have already tried these settings, enabling 'Program DPI' and even all the options in 'High DPI scaling override', with Application, System, or System (Enhanced). The only difference is that instead of being in full screen with most of the screen completely black (as shown in the picture I attached to the post), it displays the desktop with the game positioned in the upper left corner. Unfortunately, after trying various combinations in 'Change high DPI settings', the problem persists.
In the image, the 'Override high DPI scaling behavior. Scaling performed by: System (Enhanced)' setting is selected, but the issue occurs with any other selection as well.If you disconnect your second monitor, does keeping the custom scale affect the game?
Have you also tried using the "-monitor:0" or "-monitor:1" launch option?

I unplugged one of the monitors and the problem persists. There seems to be a conflict with the Windows recommended scaling of 150%.
I also tried using the options and the problem persists.
