I discovered it is possible but very difficult.

I have the same problem since the latest patch. I haven't been able to click on the arrow.

I also noticed this problem in my game! 

So apparently you can click on the glitched right arrow but yes, it is finnicky. And the next page of interests don't show to utilize the full widescreen real estate.

I've kept my resolution the same on full screen and for some reason this new patch caused the error.

Ah, is this a new bug introduced by the latest patch? I'm on 3440x1440 resolution, and I can only see 9 groups of interests (I was actually going a bit crazy wondering how my Sims were talking about movies when they didn't appear in the Interests panel). When you hover over the first 6 Interests on the left of the panel, you can see what they are called when hovering over both the images and the "bars". However, the 3 in the next column to their right will only tell you what they are when you hover over the very left of them. There's a definite problem with the UI being squished or cut (or more).

I'm not sure why this bug was introduced. The relationship panel was fixed but maybe that also somehow screwed up the interests panel.

Yeah, happens on Steam Deck as well with 1280 x 800 resolution. :) You can actually click on it but it’s very finicky.
