Well this is interesting because RiverBlossom Hills shows all the stories and their pictures without any problem for me, and there are 7 pages for me aswell. But in Belladonna Cove I only have a single story page and it's just downtown lol. So this is really weird but also interesting. Each copy of Sims 2 Legacy Collection is personalized
ash10ben10 I'm about to go down a rabbit hole, but I ran the game in a fresh save folder, and my Belladonna Cove also has 6 stories. I checked Ultimate Collection as well, and there were also only 6, and sometimes I couldn't click on the arrow button to cycle through them. Obviously, there are supposed to be more, so can you let me know whether you had 12 stories in disk or UC? And if it was disk, did you have all the packs installed?
If you temporarily generate a fresh save folder (move The Sims 2 Legacy folder from Documents\EA Games\ to your desktop), does it still happen?
I'll keep testing this out to see what happens with other neighborhoods and sub-neighborhoods.
EDIT: I regenerated the folders to start fresh, and this happened:
Every time I loaded a neighborhood, I cycled through its stories.
If I loaded Riverblossom Hills first, the stories were fine.
If I loaded Belladonna Cove, then Riverblossom Hills, the stories had no photos and showed text from BC, like in the OP's screenshot.
If I loaded Desiderata Valley and cycled through its stories, then went back to RH, the stories were fine.
Other neighborhoods had no issues.
I attached all Maxis sub-neighborhoods to BC. If I loaded BC, then RH, the stories had no photos and showed text from BC. However, if I loaded any BC sub-neighborhood from the Main Menu, then went back to RH, the stories were fine. The issue only happened when I loaded the main BC neighborhood before RH.
Sometimes, the arrow button didn't work in BC; it wouldn't let me cycle through stories, or it skipped them and went randomly.
hi mate54 thank you for checking this out - i do also encounter those issues you mentioned like in BC, sometimes I cannot click the arrow buttons properly and I needed to speed up on clicking those arrows just to get to the next page lol.
the 12 stories from BC are generated from UC as I do not have the disks anymore, and I believe it should have all the packs as it is from UC and the 12 stories are generated as well from a fresh save. the original neighborhoods (Pleasantview, Strangetown, Veronaville) are fine, however starting with RH and BC (not sure for DV) neighborhoods, they have issues when being generated for the first time in the game as per your investigation.

Answer: Yes, even when I start from a fresh save and regenerate BC and RH using the legacy version, BC still has 6 stories instead of 12 and RH is still broken only after the BC is generated:
