purplerocks304 The files need to be in Documents > Electronic Arts > The Sims 3. Please make sure you're adding them to the folder the game is actually reading. You can tell by checking DeviceConfig: its time stamp should match the last time you opened the game. If not, let me know, and please list the results of the Terminal search so I can see what's going on with your system.
When you try to download something from the Exchange, do you already have the launcher open? If not, try that first. If that's not the issue, let me know whether iCloud Drive is syncing Documents.
