It's a bug really. Sometimes relationships aren't cleaned up properly and the game still thinks they are still together.
Try the following
- Save your game under a new name (as backup)
- Open the cheat console with ctl-shift-c
- Type testingcheatsenabled true
- Now you can drag their relationship all the way down (so they hate each others guts). Make sure they become enemies
- Go through the options and see if you have the option to break up somewhere (all good if you don't)
- Play maybe a day
- Drag the bar back up again and make them fall in love again to see if you then get the option
I really don't know if that works but it's worth a try.
Other options I have for this are basically using a third party mod. Would you wanna go down that road ? You'll be using at your own risk.
