Mopoloton​  Did you specifically try a new admin Windows account, and was that account specifically local, as in, not linked to your Microsoft account or any email address?  If not, or you're not sure, please try it again and let me know what happens.

If that doesn't work either, please let me know what antivirus you use.  If you have Windows Defender, try disabling Controlled Folder Access, at least temporarily.
