Game Launcher For Sims 3 PC

Hi, I'm wondering if there is a location on the sims3 website to bring up the game launcher for sims3? It seems the only way I can bring it up is by going through the "Exchange" and click on the "add to game" link to download content to game, I thought it should automatically come up when disc is inserted but it doesn't?
