Click here, to download the NEW Resource.cfg file Step 2. Choose Save, and save it to the Mods folder.
Now you have your Packages folder and the NEW Resource.cfg file in the Mods folder (like picture above).

EDIT: If you hover over the "here" link and you have the status bar showing in the bottom of your browser MSIE8, you can see two http://http// without the ":" so they've broken the code.
