That is the new resource.cfg file. I have no clue what browser you are using to save the file, but in MSIE you should be able to click the link to the file and get a file download popup, then choose save. In Firefox, you should be able to right-click and select save link as, that should open up window to your hard drive folders where you can download/place the file where you want.
