Do not follow the instructions that come with the Peggy downloads because they are out of date and refer to the old framework setup under Programs. All you have to do is place the (.package) files using the new framework setup under Documents. Also do not replace the new resource.cfg file with the old one that comes with every download file from Peggy as it will not work. I don't know anything about the skin as I don't use it but I would assume that it works as any other (.package) file.
