I can only do so much from my phone so I will make this as simple as I possibly can.
Under Documents, in your "The Sims 3" folder, you should have created a new folder named Mods with a sub-folder inside named Packages. Take the "new" Resource.cfg file you downloaded from the link provided and place that in the Mods folder. Extract your cc and/or mods someplace else (i.e. Desktop), then cut/copy and paste only the (.package) file into the Packages sub-folder.
Whatever you placed under Programs needs to be removed. If you have the old Resource.cfg file you can delete it. If you added the old one from Peggy you can delete that one too. You should only have the Program files from the base game in the "The Sims 3" folder under Programs.
