WinRAR is a
Program.
If you are running Windows it will naturally want to install it with the other programs and place a shortcut on the desktop.
Why is it installed in your game data folders? I said that in your thread the other day
here.
You had to tell it to install in your mods folder for it to be there.

It should be located in Programs and install/uninstall via the control panel.

do not see the WinRAR Program in my Mods folder in my image from the first page.
All you see is the Mods folder and the Resource.cfg file.
