Okay leave the application where it is for now. Will it let you uninstall the application from add/remove programs? If you don't have admin rights I think I know the answer but it's worth a try.

Yes uninstall the application via add/remove programs. Then go back to the executable and cut from where you have it and paste it in the Downloads folder where I have the line drawn to. Then once you have it in the Downloads folder, let's run the setup again by clicking on the executable. Make sure it does the setup in your Programs folder where it belongs. I do believe as far as Program folder structure goes winVista and win7 have the same paths. Then you will have your WinRAR program folder and the executable in the folder like the second pic.
