Do you mean Internet Explore?

No. I mean right-click on your start button for windows. There should be an option to choose Explore, which will open in another window showing your menu.

Edit:
If that doesn't work for you, you can always click on the computer icon on your desktop. That should open another window showing you the menu as well.
