Not in these folders. I believe you already downloaded the new one and placed it in your Mods folder. What we are trying to do here is separate your 3rd Party CC from your game files. You will do all the extracting in the downloads folder rather than in your game data folders. You only want to cut/paste the (.package) folders for the game to read, not the other stuff.
So you want to set up your Sims3 3PCC folder for downloading from other sites elsewhere. The natural place to do it is under Downloads. Windows gave you a folder on the left.
