Okay this looks good. Inside those folders should be the (.rar) or the (.zip) for the content (i.e. hair) that you've downloaded. We will extract it in a bit by right-clicking and choosing extract here. But first let go back to your Mods/Packages folder.
In the your Mods folder delete the WinRAR Application.
This should be the old install and the new one should work.
Do this by right-clicking on it and choosing delete.
Hopefully, that is the "new" Resource.cfg file and now your Mods folder will look right.

Do you have any (.packages) files in the Package sub-folder or is it empty?
