Okay I'm back. In the meantime I downloaded and installed
S3PE and now all of my (.package) files are read with the updated program instead the old SimPE. There was an option in the setup to have all (.package) files read with this program which was unchecked, I did check that. There is also an update for this program but I elected to check that out later. I only want the program to READ my (.package) files for now. I also started my game an all my CC does show up as well.
Here is the change of the icon on the Peggy-hair image from before.

This is my Mods/Packages folder where all the icon have been updated.
Also, now the TYPE says Sims3 package instead of DBPF package.

If you want to download the application the link is above. Download the setup application to downloads just like where you moved the winRAR setup application before you reinstalled it. Then go to the downloads folder and double-click the application so you can install. It will want to install in the C:\Program Files (x86)\s3pe setting up its own folder just like winRAR set up its own folder.
