It's really hard to see your the files in your folder as you are using the default view set by Microsoft. You also don't have your file extensions turned on. After you turn on file extensions, go to View in the menu bar and tick Status. When you highlight the Resource.cfg file it will show the status at the bottom of Windows Explorer with the size.
Right-click on Start > Open Windows Explorer.
Click the arrow down button to the right of Organize.
Go to Layout and tick the menu bar to turn it on.
Then change the view to Details.
Then go to Tools > Folder Options... > then click the View tab.
Un-tick the Hide extensions for know file types like below.
Then Apply to all folders and then Apply at the bottom.

What size is your Resource.cfg file? Is it 622 bytes?
