Did you try opening the launcher first (by pressing play on Origin) and then press download on the browser ?
is your game up to date ? the most common issue for worlds not downloading is that the game is not updated to the newest version oh some browsers have an issue with downloading from the sims 3 site google chrome and opera do have issues with downloading so try switching browsers to IE or firefox

Ok, trying Explorer now. Doesn't appear to have worked, but I'll give it some time.
