Does start a new game with new sims work ?
It does create a sim and join the town as normal (I just spent about an hour making a sim to test this.). I just tried. I just can't port a sim.
Any sim or that specific one ?
Any sim. I did a quick test after going to factory settings on one not my created Sim.
I'm having the same problem. i've just spent 4 hours with tech support (live chat) only to be told I need to talk to someone else and was sent to a website with no phone number to call this someone else.

Except thinga from the sims store I have no custom content. Do those count as custom content?
Not really but did you try the solution posted above ?
I've tried all the things suggested.
Then I have no more suggestions. I don't know what's causing this issue.
Try modthesims or the tech forum at thesims3.com. Maybe someone has an idea to this there.
