Thank you all for your helpful replies! It does seem like one drive was the problem. Before this issue arose I had uninstalled one drive from my computer since I don’t use it for backup, and didn’t think that it would have any impact on game files. I uninstalled the game again and deleted all files related to the Sims 3 and EA, reinstalled one drive, and then reinstalled the base and expansion packs. Everything seems to be working as normal.
