zombiepinupgirl The "already running" error is popular with Sims 4, but I don't see it often with Sims 3. For the newer game, it's almost always permissions-related, so please try the suggestions here, applied to Sims 3 of course:

If you don't want to go through all that at once, start with the new admin Windows account and let me know what happens.
Typically, bad_module_info errors have usually been related to fullscreen optimizations or other weirdness coming from the graphics driver or application. But that shouldn't have anything to do with the launcher, which doesn't have a fullscreen mode.
