Neaqa Roaring Heights won't appear in the launcher on its own. You need to download it from the Store, after which it'll show up in the launcher's Downloads section for you to install.
Can you download RH, either from your purchase history (Store > My Store Account > Purchase History) or from its product page?

Hi I'm also having this issue but, to my knowledge, I never received information on where to get my code. I purchased the Roaring Heights add-on directly on the EA app. I checked my sims 3 store purchase history and no luck.
