I have to ask to make sure. do you have the Resource.cfg file as well as Packages, Cache, and Overrides? Did you place all your mods in Packages?
You probably do, haha. But I had to check.
If you do have all of this done, please make sure that the "Run without custom content" under "Installed Content" in your launcher is unchecked. Otherwise I'm not sure how to help, I'm sorry, this must be very frustrating.
