Seems there's something wrong with the graphic card/driver
Suggestions (Quote FordGT90Concept)
Every single one faulted in the ATI (AMD) graphics driver. I'd do the normal routine:
1) Make sure the GPU isn't overheating.
2) Make sure the GPU is getting enough power under load.
3) Update graphics drivers.
4) Check if other games have problems; run FurMark and check for artifacts.
5) RMA the graphics card.

Thanks. I set up a VMware virtual machine with Windows 7 and installed the sims 3 there. It works perfectly fine in Windows 7, so it appears like the issue lies in the Windows 8.1 preview, or in the graphics driver compatibility with Windows 8.1.
Thanks for your time! Hope the issue gets fixed though, I dont like playing games in a virtual machine.
