Hello xman_iceman, I am going to throw this out there to you... for starters, how much space do you have remaining on your PC after you have installed the game?
The Sims 3 base game plus 9 EPs would take up somewhere between 25 and 30 GB of storage, depending on which expansions are purchased to go with the base game, if any. So, for just the Base Game alone, it requires: 1 Gig of Ram, 6.1 GB of HDD + at the very least 1 gig, if not more for any Sims 3 Store content, Custom Content, and game file saves, or any pictures you may wish to take while playing the game, etc. So, to be safe... we recommend having at least 10 gigs (after game installation) of space to run just the base game alone efficiently.
Now, with the above said, I have read that once the game is installed it is suggested that you have at least 20-30 gigs of free space left over on your PC to ensure that not only the Sims 3 can run smoothly plus expansions which usually requires the full 30, but also will accommodate all other functions of your PC components plus any other programs you may have installed that may also require being run or updated in the background without straining your PC and causing interference with your game play. Each PC though runs differently as to how it handles, more so, when everyone has different programs/other games installed on their PC. So the demand on programs running in the background or needed space on your PC will vary with each system.
With this, I have heard that some players can run their games... fairly well on 25-30 gigs remaining on their PC, while others complain it doesn't work as well and discovered they needed at least 40+ gigs to ensure a smooth experience.
Additionally, Graphics card issues.... I have windows 11 and a strong MSI gaming PC. With this, I needed to go to the Carl Sim's site to get help with a graphics card fix so my graphics card will be recognized with this game. If you have a graphics card that is newer than the Sims 3 was created to handle, this can cause your game to either crash, not load at all, or the graphics will be so poor, the game will disappoint, even if you tried to set the graphics in the game to the highest settings. Plus I had to do some tweaking in my NVidia Control Panel to ensure the game and graphics ran more smoothly. So, the Graphics Card Sgr and the Graphics Card Rules Sgr need to be updated to accommodate your higher-end card.
So, if your graphics card is not recognized by the game, this too could interfere with your game not starting up as it should.

Then tweak your NVidia card by doing the following:
Go to Nvidia Control Panel:
Manage 3D Settings
Program Settings (Tab in the upper right of the right side of the screen)
Select The Sims 3
Set Antialiasing Mode to “Override any Application Setting”
Set Texture Filtering- Quality to High Quality
Set Antialiasing-Gamma to Correction On.
Also be sure to Cap your FPS (Frames Per Second). The game lacks a limit to which the GPU renders several thousand FPS. The uncapped FPS will generate unnecessary heat, cause massive lag, and potential GPU failure. Set max frame rate for this particular game to 60 in your graphics card control panel. This game won't require any more than that. Of course, if you have a monitor that runs on a higher Hz, your frame rate should match (or slightly exceed) your display's Hz. So, if your screen runs at say... 144 Hz, your FPS should be set at 144-150.
