So after following the FAQ troubleshoot

I'm still having trouble getting my Sims 3 base game and expansions to install via Origin. It downloads but it never opens up installshield wizard to complete the process. I even did a system restore, and deleted Origin the way you instructed in the FAQ but it's still doing the same thing.I don't know if I should install it without logging in to Origin or not and I don't want to lose my rights to the game even tho this is the only PC it will be installed on. I was going to purchase Supernatural but it doesn't make sense for me to do that if I can't even get the base game installed properly. Please help! And I deleted EVERYTHING, saved games and all ☹️

My OS is Windows 7...I uninstalled all my downloaded mods (mostly clothes and shoes lol) and yet I'm still having problems with connecting to Origins. Should I uninstall the base game and download it again??

I did everything the FAQ advised to do but I'm still having the same problem...and I removed all the mods, cc and saves sending them to the recycling bin. So would EA penalize me if I uninstall/reinstall the base game?

Not sure what you mean. It's no problem to reinstall the base game.

What I mean by that is Origin only allow us a certain amount of downloading games that we purchased digitally...I didn't know that I had to activate the option to save the download and I don't know how many chances I have.

OH you mean say they allow 3 downloads digitally per game ? and you run into a license  limit has been reached ? you contact CS if you run into that one too

Yes, because I did every troubleshoot that's posted...chose to repair the base game but as soon as it finishes downloading and I attempt to install it when it finishes its in the C:\Program Files (x86)\Electronic Arts folder instead if the Origin games one. Plus it's not properly installed, I try to open the base game from Origin but it's still saying install when it should say play. I deleted every CC file I have on my comp, have 1.5TB so hard drive space isn't an issue. Should I just call CS before it gets worse? I haven't recieved a message stating I reached my limit yet.

Did you try a clean reinstall ? You can contact CS once you do run into the error.

Follow the instructions here: http://simswiki.info/wiki.php?title=Game_Help:TS3_Uninstall and here: http://answers.ea.com/t5/The-Sims-3/Help-Guide-All-in-one-fix-except-hardware-issues-PC-only/m-p/734448#M36281 where it says Delete game installers

Manually delete everything if above method does not work: https://help.ea.com/article/manually-uninstalling-the-sims-3

Make sure everything Sims is gone from your computer before reinstalling

If the game still shows in your Uninstaller Menu afterwards, you can use CCleaner to get rid of those.
