Your CPU is fine, your RAM is ok for the 32 bit OS you have but with games you've played for a while, the game usually starts to have issues cause it uses more RAM than you have.
Your graphics card is underpowered according to this: http://simswiki.info/wiki.php?title=Game_Help:TS3_System_Requirements. Also the drivers are from March. Nvidia had quite a few upgrades on their cards although that might not apply to XP.
Is this a new game you're playing or have you been playing it for a while ?
My dad is going to the store on Thursday to buy me a new graphics card. I believe it will solve the problem.

Make sure you get one that still works with XP. XP Support is being shut down soon so it's possible that newer cards have issues with XP.
I want to buy the Radeon HD 7750 is that good for XP?
