unable to start game service initialization failed 0x0175dcbb

After installing all the games and running the updates in conjunction this error message occurs "unable to start game service initialization failed 0x0175dcbb".  When just installing the base Sims 3 games with no expansions or updates the game runs fine and doesn't give any error messages.  It's only after patches are installed with the expansions that this error occurs.  The Sims 3 launcher also gives the error message "There was an error during start up. Please see the log for more details" with also the version 0.0.0.0 in the launcher.  Have tried uninstalling and re-installing with the same error message.

System specs are:

AMD Phenom II X4 965

AMD MSI 6950 TWIN FROZR III

8GB DDR3 1600

Windows 7 64bit SP1 (all software currently upto date)
