Why are my cc worlds empty?

@ZockerTutti Did you download the populated or unpopulated version of Alpine County? I'm not sure whether the other two come populated or not, but many world creators leave their finished worlds empty on the assumption that players will download or create sims to live there on their own. The NPCs are generated by the game to fill certain essential roles, but otherwise, immigration can be slow, and besides, the sims generated will have all their sliders set to zero, so they'll look pretty similar aside from skin, hair, and eye color.
If you use mods, there's a way to force "rapid immigration" of a specified number of families. If you don't use mods, you could download households from the Exchange (watch out for bad cc), or you could save interesting sims from other worlds and place them in your new one.
Error 12 is an out of resources condition. It's most often a memory issue—the game is over the RAM limit, or close to it, and can't save—but it can in theory be any resource. Alpine County is such a large and complicated world that hitting the RAM limit is kind of inevitable, even in a relatively new save; there's unfortunately not really any way to address it, other than perhaps dismantling large portions of the town, which kind of defeats the purpose. I don't know about Falls Cove, but Storybrook County is supposed to be better.
If you'd like to troubleshoot the Error 12 issue, please let me know what world(s) you were playing in when it happened, and how long the save(s) have been running.
I downloaded the populated version of Alpine County and the other two don't have unpopulated versions. It happend while I was playing in Alpine County and I save my game every sims night since a year because I'm scared of crashes.
I have a gamer laptop, my RAM is quiet big and I don't have that much cc so I don't know why I had a problem with error code 12.

@ZockerTutti Beyond a certain point, it doesn't matter how much memory your computer has installed. Sims 3 is a 32-bit app and can therefore only use ~3.7 GB (4 minus some overhead) before crashing or throwing an error. Alpine County is too complicated to run properly on any system.
Are you saying all the sims in Alpine County were present at some point and then disappeared? That would be an unusual issue, but it's possible that either the save was corrupt or that the data for the other sims was a casualty of the excess memory use. Do you use mods, and if so, which ones? Other than adult mods, it's fine to name them, as long as you don't post any links.
Please also start a new save in each of these cc worlds, and let me know whether there are any other sims living there.
I had a family in Alpine County and there was everything normal. Then I started a new game that was also in Alpine County and there were no sims. I also wanted to go back to my other family but I couldn't because the 'normal' Alpine County was not there anymore (I only could choose something called 'Alpine County {1}'. Then I closed my game and entered it again and my two familys were gone. I just don't have other sims then NPCs in my worlds and I also checked the other ones, same problem.
I have the Nraas Mods like Mastercontroller, Error Tap, Woohooer, Storyprogression and some more but I never had any problems with them and I have them since a year or something.
I don't know what I did, I did everything as usual and I didn't download anything before it happened.
I don't know if this is normal but my three cc worlds have in my launcher less MB than in my downloads folder like 5 MB less. Is that a problem? Or is this normal?
