I have done it many times. But I just want to say that if you want your house to look like the picture, don't get all hung up on exact measurements. I used to worry about how many Sims squares equals a foot and all that jazz.
My advice is to first build the outside of the house. The frame of the house to look as much like the picture as you can. It won't be exact so don't even try- at least at first when your starting out. I learned this the hard way being all OCD about it looking just like the picture. You will have to make some changes due to this being the Sims and all.
Then start building walls on the inside and making adjustments as needed. You will be much happier with the outcome. I have spent years trying to build houses and even took a class in Sims 3 that was led by a very good builder. I learned a lot. Of course you will need to use the floor plan but just start off by trying to build the outside walls so it looks somewhat like the picture if that is your plan. I just basically use the houses for inspiration but rarely do they look exactly like the picture. Maybe I am just not that talented or maybe I just wind up doing my own thing. But I am happy with the results most of the time. Good luck and happy building.
