The PS5 is still running the PS4 version of The Sims 4 which is likely why you see a slight difference in how it is compared to PC. The Sims 4 has had some slight visual improvements over the years on the PC and unfortunately due to the limitations of the PS4 it probably was restricted because of the hardware.
I don't believe there is any plans on PS5 and Xbox Series versions in the future as The Sims team seems focused on quality of life updates for the game and working on other Sims titles.

I don't believe it is. PC and Gaming Laptops run the game better than the PS4 version runs at. From my own person experience of testing the game on both console. PC & Laptop.
The PS4 is weak try the PS5 the performance is better
I have the PS5, the game is still only running the PS4 version as there is no PS5 version of The Sims 4.
