Allow Building Outside Lot Boundaries / Full World Editing Option

There is a cheat I believe you can type into the game console (Lctrl+shift+c) or maybe it’s a mod, that lets you do just that. Though o agree it would be nice to be able to have a little more flexibility natively for world building.
