I was told this is feedback even though it is making market and retail lots almost unusable... any sims that are on the same lot with their partners are aren't the played sim will excessively skywatch even when they are vendors or employees on the lot.
Do you have the "Get Famous" expansion pack? Premade sims will be assigned to the vendor and employee roles if you have this EP in the game. (If no Get Famous, the game will generate new NPCs instead.)
If those premade sim NPCs aren't single. When there are partners on the same lot, they will be "Lovestruck".
I do have get famous. They are assigned as vendors but they are too busy looking at clouds with their partners and giggling to do their jobs.
That's sound bad!
However, you can remove the role of them (who have partners) by making them "played". If you know where they live, go to their neighborhood and choose to play them once. The vendor career and most NPC careers will be removed if that sim is played. They won't be assigned again if they have "played" status. (Dark green icon)
The game may assign another sim with a partner, but if it assigns a single NPC, the problem will be solved. This is the un-mod solution if you want to try it.
I have this issue also. It's super annoying
It's making community market lots very annoying.
