Limit Reached for Custom Tattoos!!!!???

I play on console, so there is no mods whatsoever. I seen someone made a post about them reaching the limit for custom tattoos and it only being on 10 Sims. I have the same issue and I feel like it needs more coverage the whole point of businesses and hobbies the big selling point to me was unlimited amount of custom tattoos. But how was my limit being reached on a safe file for custom tattoos only being on 10 Sims? Like that that’s only one generation with a few cousins. I’ve been playing my one safe file for the last five years. Like what’s the limit EA!!!! is there a cheat I can put in just like the units in for rent or something.
