I agree, it doesn't make sense to lock a regular CAS outfit behind a pack. I can understand it if the content can't be used without the pack (pet outfits, saddles, or the build buy items like the ticket kiosk) But this is a dress. Any sim can wear a full body outfit with just the base game.
EDIT: I would like to add that I have enchanted by nature. I am not posting here to get the dress. I simply think it's wrong to lock an item behind a timed event AND a 40$ price tag if the item can be used without the DLC
