[RL] Cannot promise noble title to grandchild

have a save with the new nobility and legacy expansion, have a family with 3 generations, the biological child of the current queen died, her grandchild is a teen and in the nobility career. I cannot promise noble title to that grandchild.

is it because it is not a direct child to the queen? 

the grandchilds father (son in law to the current queen) can promise his noble title (grand duke). 

The queen also cannot promise the noble title to her son in law. (to then later pass on to the granchild)

essentially, is this a bug or a feature?
