Actually the High School Years Expansion Pack brings most of those thing you suggested. It main focus is High School but other parts of teenage is explored too.
There you can sneak out of house, be a cheerleader, jock or a teacher's pet. It all depends on your gameplay.
The popularity kinda exists there too not like the Fame or Reputation system from Get Famous but with the influencer careers, the Social Bunny and Trendi App that can be combined with social personality traits and popularity aspirations for a better gameplay.
