Universal toggle to disable all cc for random sims

I would actually play with CC if I could disable randomly generated sims from using it with a universal toggle instead of relying on creators to add that to the package because it is inconsistent who...

I tried that but it takes forever when you don't remember to do it for every thing you add as you add it. I was thinking a disalow cc for random sims toggle in game would be easier.
