Upgrade Base Worlds & Starting Funds Based on DLC Collections

I think Willow Creek and Oasis Springs could gradually improve depending on how much additional Sims 4 content a player owns. Not everything has to change, and the worlds should remain recognizable....

Building is one the Sims greatest feature. Another argument could be made that what if people like the older builds over newer ones? If you want to increase your starting budget the money cheats always work great for that.
