Calafalas I just upgrade the lots myself. I've filled Newcrest with public lots using Eco Lifestyle, Seasons, Get to Work and Business and Hobbies. I upgrade the gyms with Spa Day, etc. I've upgraded the base game world public lots like parks, clubs, etc. I also renovate Townies homes. I moved on to the Get to Work career lots and upgraded them too as well as the public lots in other worlds to include newer content, and so on. I often add them to the Gallery as do other players, so you could just update your public lots from there if you wanted to do it quickly. At least with public lots the cost doesn't matter and for Townies if they are in Other Households and you're in freebuild there's no cost for the house upgrade.
I don't think I'd like it to be done for me automatically in the same way that I don't use neighbourhood stories because I like total control over my game.
