What Survey Question Gave them the Idea for Spongebob?

My guess is they were approached to make it as an advertising effort since there is supposedly a movie. Unless I learned that information incorrectly, as I think I saw that via these forums. There seems to be a couple of packs advertising other media franchises to us.
