Why doesn't The Sims 4 have an in-game Create-a-CC mode yet?

That would be awesome but I don't think the game or the simmers in general are able to have a system that make 3D model from scratch.

Maybe it could have only existing models and allow us to match different parts and/or painting them just like Dress to Impress or the 2000's Bratz games do and allow great creativity.

But that's literally what the maker packs are doing so I don't think they'll ever give us that and loose their current money-making system.
