apartment bug

i refurbished an apartment in culpepper apartments but whenever i try move me sims household in the only option is to move in unfinished. it says that the lot’s furnishings are 0 simoloens . is this a bug or a fault on my behalf? i am using no mods and i have tried restarting the game
