No, that's what the checkbox is for in case you don't want to match it.
Say you give your Sim pink hair cause they 'dyed' the hair but wouldn't want the body hair to be that as well. This gives you a choice if you want to match the hair or not.
Does it work if you check it ?
it works but i don't remember this happening before. what i remember is the boxes are already checked. and for the hair color, we have to change it manually by unchecking the boxes not the boxes that are already unchecked.

Is it unchecked by default for you if you start a new save with no mods/cc ?
I can't check my game atm.

both new and old save, npcs and create new sim. but i am so certain that this issue never happened to me quite long before this. at least the colors can't be this different, whether the boxes are checked or not the default always or should always be with the same original color of hair and eyebrows. i don't think all of these that happened are normal.

Checked a new save and for me it's checked by default but if I choose another body hair color it unchecks.
