Block "move household sim to current lot" while on a social event.

Steps: How can we find the bug ourselves? Go on a date to other non-residential lot with not-in-a-same-household sim. You'll notice you can't go home(all house icon is disabled because social event is running). However,
What happens when the bug occurs? You'll notice that you can bring any household sim to your current lot.
What do you expect to see? Such thing should be locked. If you call your household sim by mistake, you can't make him/her leave because the house icon is locked out. (of course, you can force him/her to go home after the social event timer run out)
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
