Hello -
I recently noticed a few glitches with some neighborhood objects in the worlds in my game. First is the catwalk in Port Promise that has been missing some sections since the Modern Development transformation. As you can see sims can still navigate through the area as normal.
Second are the wind turbines in Windenburg and Foxbury with missing rotary blades.
My game is up to date and I do not use mods.

Yes, I've noticed the train tracks issue too, but these are not camera issues. The missing rotary blades and catwalk segments are there no matter the camera angle.

I just noticed the missing rotary blades in my game in Windenburg ☹️
I have the same issue in Windenburg. The rotating parts on the wind turbines disappear after a while. Initially, when first loading the lot, they were there, but after some gameplay, they disappeared.
