Hello.

If the lot has been loaded for the first time, it's by design that the NPC's on that lot spawn on the sidewalk.

I also have this issue recently. When I throw a spooky party all the guests congregate outside on the edge of the lot and my adult sims cant interact with them. My toddler can.
Other events seem to work still.

I haven't installed any mods and am using the PS4
